Aland Islands
Aland is a Finnish territory that speaks Swedish, and its flag says so plainly: a Swedish-style blue and yellow cross with Finland's red laid inside it. The compromise flag matches the islands' compromise status, autonomous, demilitarised, and legally distinct from both countries at once.
