This one is not a hoax. In 1962 the Joint Chiefs of Staff drafted an actual plan to fake terrorist attacks and sink American ships to manufacture a pretext for invading Cuba. President Kennedy rejected it, and it stayed classified for decades before historians found it in the archives.
